CALL TO ORDER
1. PUBLIC PARTICIPATION
Background: This item is reserved for matters that are
not on the agenda which may be presented by the public.
2. CONSENT CALENDAR (HCAOG)
All
matters on the Consent Calendar are considered to be routine by the Association
and are enacted on one motion. There is
no separate discussion of any of these items.
If discussion is required, that item is removed from the Consent
Calendar and considered separately. At
the end of the reading of the Consent Calendar, Association, PAC, or members of
the public can request that an item be removed for separate discussion.

4. ADJOURNMENT
OF THE ASSOCIATION: CONVENING OF POLICY
ADVISORY
COMMITTEE
(PAC) ON TRANSPORTATION:
Background: Adjournment to the PAC is an action to
include voting representation from Caltrans
and the Humboldt Transit Authority for items specific to transportation.

2009-10 OVERALL WORK PROGRAM (OWP) AMENDMENT; WORK ELEMENT 3.3 ANNIE AND MARY
TRAIL DEVELOPMENT (Encl)
Background: The PAC will consider technical amendment to
the FY 2009-2010 OWP to address Board direction in October 2009 to fund
railbanking tasks in an amount not to exceed $15,000.
(2) SERVICE AUTHORITY FOR FREEWAY EMERGENCIES (SAFE) CALL BOX
MAINTENANCE AGREEMENT RENEWAL (Encl)
Background:
The PAC will consider
for approval, SAFE Call Box
Maintenance Agreement Renewal for October 11, 2009
to October 10, 2010
between the Humboldt County Association of
Governments and Case Systems
Inc. to provide full service maintenance for the
region’s roadside call box
program.

5. RECONVENING OF THE
ASSOCIATION: ACTION ON PAC ITEMS
Background: This
item is specifically for approval of the actions taken by the PAC which require
subsequent approval by the HCAOG Board.
6. INFORMATIONAL ITEMS:
Background: This
item is reserved for matters that are informational to the Board
that may require no
copy distribution or specific action, and may include oral presentations of
ongoing projects/transportation issues.
7. PERSONNEL AND ADMINISTRATION
Background:
This item is reserved for personnel and administrative matters.
A. AMENDMENT
TO HCAOG COOPERATIVE AGREEMENT (Encl)
Background: The Association will consider amendments
to the HCAOG Cooperative Agreement to provide formal description of the
Association's powers and authority to include responsibilities for Regional
Housing Needs Allocation (RHNA) Plan, Service Authority for Freeway Emergencies
(SAFE), trail responsibilities, and also additional amendments for
administrative improvements.
8. BOARD MEMBER REPORTS
Background: This
agenda item is reserved for matters that members of the HCAOG Board may wish to
present.
9. ADJOURNMENT
